投标人应具备的资格或业绩:（1）资格要求
Requirements for Qulification of Bidder
A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．投标人应为所投货物的制造商。本次招标不接受代理商投标。
The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.
（2）业绩要求：
Requirement for Bidder's reference:
投标人为流花16-2油田群开发项目提供的透平和发电机必须是其标准产品，新产品不能被接受，并且透平和发电机均要满足以下要求：
投标人至少有2套透平发电机组及其成橇经验在海洋石油平台或FPSO或MOU上成功运行2年以上，并且满足透平的功率在36℃、天然气模式下大于10MW、发电机的功率不小于10MW的要求，成功运行时间不晚于2015年12月31日起。
The Gas turbine and Generator that SUPPLIER selected for Liuhua 16-2 Oilfield Development Project Team should be manufacturer standard products, the products which is newly trial-manuacture is inacceptable，the gas turbine and generator need to meet below requirements：
The Bidder shall have at least 2 sets successfully operated references of the Gas Turbine Generator Skids Set and experience of assembling the gas turbine generator set in Offshore Oil Platform or FPSO or MOU for two years.which all meet the technical requirements of gas turbine（＞10MW@36℃,gas model） and generator（≥10MW）, successfully operated no later than December 31, 2015.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：（1）销售合同复印件（含相关技术附件）；和（2）调试报告或验收报告或用户盖章的证明文件。
投标人所提交的合同必须至少体现以下内容：货物名称、供货数量、使用环境、技术要求（透平的功率在36℃、天然气模式下大于10MW、发电机的功率不小于10MW）。
未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、供货数量、使用环境、技术要求（透平的功率在36℃、天然气模式下大于10MW、发电机的功率不小于10MW），均视为无效业绩。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: （1）copies of sales contract(including technical appendix) evidentiary documents sealed by Enduser.and（2）commissioning report ,inspection report or other proofs.
The copies of sales Contract furnished by the Bidder shall as least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical requirements（gas turbine（＞10MW@36℃,gas model） and generator（≥10MW））.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Name of Goods, Quantity, usage circumstance, technical requirements（gas turbine（＞10MW@36℃,gas model） and generator（≥10MW））, the relevant reference will be deemed unvalid.
