1、招 标 条 件Conditions of Tendering
中远海运港口阿布扎比哈里发港场站项目的招标人为中远海运港口有限公司。业主为招标人为经营本项目成立的合资公司：中远海运港口阿布扎比场站有限公司。项目已具备招标条件，现对该项目中远海运港口阿布扎比哈里发港场站项目勘察设计进行公开招标。本项目的招标代理机构为上海国际招标有限公司。
The Tenderee of Abu Dhabi Khalifa Port CFS Project (hereinafter called “CFS”) is COSCO SHIPPING Ports Limited. The Employer of CFS is CSP Abu Dhabi CFS LLC. The Geotechnical Investigation and Design package satisfies all conditions for tendering and is now opening to public tender. The Tender Agent is Shanghai International Tendering Co., Ltd.
2、招 标 范 围 Scope of Works
2.1 项目概况 Project Briefings
工程位于阿布扎比哈里发港工业园区内，占地约27万平方米，主要为哈里发港集装箱装卸业务提供拆装箱配套服务。本项目采用一次性设计，分三期建设的实施方案，将建设包括空箱堆场、普通重箱堆场、冷藏箱堆场、拆装箱仓库等其他相关配套设施，设计年拆装箱能力近期约为65000TEU。
The project is located in the Khalifa Industrial Zone Abu Dhabi (KIZAD) and covers an area of approximately 270,000 square meters. It is mainly responsible for the provision of unstuffing, stuffing and supporting services for the container handling business of the Khalifa Port. This project adopts a one-off overall design and is implemented in three phases. It will construct an empty container yard, an ordinary heavy container yard, a reefer container yard, the CFS building and other related supporting facilities. The designed annual CFS capacity is approximately 65,000 TEU in the near future.
2.2 招标内容 Scope of Works
本工程范围内的方案设计（总体规划设计的定稿）、初步设计、施工图设计（满足施工总包招标的深度）以及各阶段所需的勘察等工作，设计报批（含交通影响评估、ESTIDAMA评估等），并编制施工招标文件（含工程量清单及技术规格书）。详细工作范围和内容参见第六章《设计技术要求》。
The scope of Works includes the schematic design (the finalization of the master planning), preliminary design, detailed design (to meet the requirement of construction tendering) and the required geotechnical investigation at each stage, application for design approval (including the traffic impact assessment, ESTIDAMA assessment etc.) and preparation of GC Bidding documents (including BOQ and Tech. Spec.). For details of the scope of works, please refer to Section 6 " Technical Specifications for Design."
2.3 勘察设计周期 Schedule of Works
方案设计：10个日历日
Schematic Design: 10 calendar days
初步设计：40个日历日
Preliminary Design: 40 calendar days
施工图设计和编制施工招标文件（含工程量清单及技术规格书）：80个日历日
Detailed design and GC Bidding documents (including BOQ and Tech. Spec.): 80 calendar days
完成设计报批：发出中标通知书后190个日历日
Obtaining Design Approval documents: 190 calendar days after issuing of the Letter of Award
3．投标人资格要求Qualification Requirements of Bidders
3.1 资质要求：境内投标人须同时具备①工程设计综合资质甲级或水运行业设计甲级资质或水运行业（港口工程）专业设计甲级资质②“中华人民共和国对外承包工程经营资格证书”③工程造价咨询甲级资质④工程咨询甲级资质；境外投标人须具有在项目当地承担设计工作的许可，并在人员组成结构、相应设备等方面具有相应的设计能力。
Qualification requirements: Chinese Bidders for this project are required to meet the following requirements: ① grade A qualification for comprehensive engineering design, grade A qualification for design in the waterborne transportation industry, or grade A qualification for professional design in the waterborne transportation industry (port project); ②qualification certificate of the People's Republic of China for undertaking foreign project; ③ grade A qualification for engineering cost consultation; ④ grade A qualification for engineering consultation. Overseas tenders must have the permission to undertake design work at the project site locally. Tenders shall have corresponding design capabilities in the personnel composition structure and corresponding equipments.
3.2 业绩要求：无论境内还是境外投标人，都必须具有1个以上海湾地区总投资在6000万美元以上的类似项目（房建或码头/堆场工程）设计业绩。海湾地区是指伊朗、伊拉克、科威特、沙特阿拉伯、巴林、卡塔尔、阿拉伯联合酋长国和阿曼8个国家。
Performance requirements: No matter whether Chinese or overseas Bidders, they must have at least one of the similar projects (building design or port/yard design) with a total investment of more than US$60 million in the Gulf region. The Gulf region refers to Iran, Iraq, Kuwait, Saudi Arabia, Bahrain, Qatar, UAE and Oman.
