各潜在投标中化国际招标（招标代理机构）受中化泉州石化（招标人）委托，现对2018年6月25日发布的中化泉州100万吨/年乙烯及炼油改扩建项目220KV变压器采购国际招标招标公告进行变更。
We hereby inform you of the alteration for “*3.Qualification requirements to the bidders” as follows:
针对招标人要求现将“*3.投标人的资质业绩要求”变更如下：
1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人），投标商需提供标明本企业注册资金的营业执照复印件或能证明其具有等值货币的财务报告，或最新的验资报告（证明企业注册资金到位及变化情况的证明），注册资金不小于 8000万人民币（含外汇折算）。需提供相应证明复印件；
1)The bidder has a valid business license (domestic) bidders/enterprise business license certificate (foreign bidders), bidders shall provide the proof indicating the company registered capital of the business license copy or can prove the equivalent financial reports, or shall provide the latest capital verification report (showing of enterprise registered capital in place and changes), the registered capital is not less than 80 million RMB (including foreign exchange conversion).A copy of the corresponding certificate shall be provided;
2) 投标人应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；
2) The bidder shall comply with the following provisions: two or more legal persons whose legal representatives are the same person shall not bid at the same time;The parent company, its wholly-owned subsidiary and/or holding company shall not participate in the bidding at the same time;
3) ①投标人具有良好的商业信誉，健全的财务会计制度，财务状况和市场行为良好。没有处于被有权机关吊销营业执照、吊销资质、停业整顿、取消投标资格以及财产被接管、冻结或进入破产程序等。近五年无因投标人违约引起的合同纠纷、仲裁和诉讼记录（需提供法人签字的承诺函）。
②投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；
③投标人需提供连续三年（2015-2017年间）会计师事务所审计报告，投标人连续三年中至少应有一年盈利；
④投标人近三年平均资产负债率不得超过80%。（以2015年-2017年审计报告为准，不提供审计报告的将被否决投标）。
3)①Bidders have good commercial reputation, sound financial accounting system, good financial condition and good market behavior.It is not in the position where the competent authority has revoked its business license, revoked its qualification, suspended its business for rectification, cancelled its bidding qualification. The bidder have not been taken over or frozen, and have not entered in bankruptcy proceedings.No record of contract disputes, arbitration and litigation caused by the bidder's breach of contract in the last five years (a letter of commitment signed by the legal person shall be provided)
②The bidder should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening;
③Bidders shall provide audit reports of accounting firms for three consecutive years (2015-2017), and bidders shall make profits for at least one year for three consecutive years.
④The average asset-liability ratio of bidders in the past three years shall not exceed 80%.(The audit report from 2015 to 2017 shall prevail and the bid will be rejected without providing audit report).
4) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，并出具相应情况说明；
4) The bidder have no bad performance record or serious quality problems in China for the latest 3 years, and issuing the corresponding situation description.
5) ①须提供由西安高压电器研究院（西高所）或机械工业高压电器产品质量检测中心（沈高所）或上海电气输配电试验中心或电力工业电力设备及仪表质量检验测试中心、国家电器产品质量都督检验中心（苏高所）或 STL 短路联盟试验室出具的220kV、150MVA及以上有效型式试验报告和合格的短路试验报告。
②投标人必须具有有效的ISO9000系列质量管理体系认证证书；
以上①、②需提供有效的证书或报告复印件加盖投标人公章，并装订在投标文件中。
5)① 220 kV, 150MVA and more effective type testing report and qualified short circuit test report shall be issued by the Institute of Xi 'an high voltage electric appliance co., LTD. or mechanical industry high voltage electrical products quality inspection center or Shanghai electric power transmission and distribution and electric power industry electrical equipment and instrumentation quality inspection and test center, this national electrical products quality inspection center by high or STL short-circuit union laboratory.
②The bidders must have valid ISO9000 series quality management system certification certificate.
The above shall be provided with a valid copy of the certificate or report affixed with the bidder's official seal and bound in the tender document.
6) 业绩要求：①投标人所投设备近6年在石油石化项目具有至少2台220kV、150MVA及以上变压器良好运行业绩；
②投标人所投设备近6年在高盐雾地区至少有5台(套) 220kV、150MVA及以上变压器良好运行业绩。
以上①、②需提供包括用户名称、项目名称、合同复印件、联系人及电话、产品投用时间等信息，并在参加投标时随身携带合同原件备查。
6) For the performance requirements: ①At least 2 sets 220kV, 150MVA and above transformers quoted by the bidders are operating well in the petrochemical project in recent 6 years.
②In recent 6 years, at least 5 (sets) 220kV, 150MVA and above transformers of the equipment quoted by the bidder perform well havel in the area of high salt fog.
The above should be provided including the user name, project name, the copy, contact person and telephone, product putting-in-service proactively information such as time, and to participate in bidding to carry original contract for future reference.
7) 投标人必须是所投产品的制造商，且本项目不接受OEM产品；
7) The bidder must be the manufacturer of the products in question and the OEM products are not acceptable in this project.
8) 投标人本集团内必须具备独立自主的开发变压器计算软件能力，特别是变压器雷电冲击、操作冲击、突发短路、温升计算软件。投标人在投标书中提供上述软件的证明材料，并同时提供上述各参数的模拟和计算说明书。
8) The bidder must have the independent ability to develop transformer calculation software, especially the calculation software of transformer lightning impact, operation shock, sudden short circuit and temperature rise.The bidder shall provide the proof materials of the above software and the simulation and calculation specifications of the above parameters
9) 不接受代理商投标，不接受流通商投标。
9) The bids from agents and bids from distributors shall not be accepted under this bidding project.
10) 本项目不接受联合体投标。
10)The joint bidding shall not be accepted under this bidding project.。
本变更通知文件是招标文件的一部分，招标文件中的全部相应内容均以本变更为准，与招标文件具同等法律效力。
All other terms and conditions of the said Bidding documents remain unchanged. All relevant contents in the tender documents shall be subject to this change. This Addendum is an integral part of the said Bidding documents and has the same legal effect as the said Bidding document.

We hereby inform you of the alteration for “*3.Qualification requirements to the bidders” as follows:
针对招标人要求现将“*3.投标人的资质业绩要求”变更如下：
