1．中国海洋石油集团 采办部采购 暨中化建国际 （以下简称“招标机构”）受中海油福建漳州天然气 委托，邀请合格投标人就漳州LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物
数量：1台
交货期： 分两批交货，第一批包括底阀和假泵，第二批包括泵和备件等。
关境外提供的货物：第一批于合同签订之日起330日内到达中国厦门港，第二批于合同签订之日起420日内到达中国厦门港；
关境内提供的货物：第一批于合同签订之日起330日内到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场；第二批于合同签订之日起420日内到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场。
2．业绩和资格要求：
1）投标人必须是具有独立法人资格的装船泵制造商或代理商。
独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。
代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一的正式授权书。
2）财务要求：投标人应提供2016-2018年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。
2016-2018年三年平均净资产：不低于等值1000万元人民币；
2016-2018年三年平均资产负债率：小于0.85；
3）技术和生产能力要求：具有LNG装船泵测试平台
4）业绩要求：制造商近八年内（2011.1.1-2018.12.31）应具有至少2台的LNG装船泵（有良好使用业绩）供货业绩。
5）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。
3．主要技术要求：
1) 工艺设计流量：1600m3/h；
2) 扬程：147m；
3) 设计压力：1.82 MpaG；
4) 设计温度：-196/+60（℃）；
5) 产品寿命：25年。

1. Procurement& TenderingCenterof CNOOC Procurement Dept. and CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC FujianZhangzhou Gas Co., Ltd (hereinafter called "Purchaser") invitessealedbids from eligible bidders for the supply of following equipment:
Name of Goods: LNG Ship-loading pump
Qty: one
Delivery Schedule: Goods shall be delivered in twobatches, the first batch shall include Foot valve and Dummy pump; thepumps , spares and other parts as the second batch.
For goods offered from outside PRC customsterritory: the first batch arrived at XiamenPort, Fujian, P.R.Chinawithin330 days from the date of the signing of the contract, the second batcharrived at XiamenPort, Fujian, P.R. China within 420 days from the date of thesigning of the contract.
For goods offered from within PRC customsterritory: the first batch arrived at Zhangzhou LNG Terminal Project Site(Address: Xinggu Bay, LongjiaoCountry, Longhai City，ZhangzhouCity, Fujian Province,China) within 330 days from the dateof the signing of the contract, the second batch arrived at Zhangzhou LNGTerminal Project Site (Address: Xinggu Bay, Longjiao Country, Longhai City，Zhangzhou City, Fujian Province,China) within 420 days from the date of the signing of the contract.
2. Qualification requirement:
1) Biddershall be manufacturer or authorized agent designated by manufacturer with thequalification of independent legal entity.
Bidder fromwithin the PRC Customs Territory shall provide valid business license,Organization Code Certificate and tax registration certificate. Bidder fromoutside the PRC Customs Territory shall provide valid independent legal entitycertificate.
If the goodsis not manufactured by bidder, the bidder shall obtain the only legal officialauthority of the manufacturer that the bidder could provide the goods for thebid in China.
2) Biddershall submit 2016-2018audited financial report issued by auditing agency, including balancesheets, cash flowstatement, profit statement.
Average netassets of last three years (from 2016 to 2018): not less than RMB 10,000,000Yuan or equivalent;
Averageasset-liability ratio of last three years (from 2016 to 2018): less than 0.85.
3) TheManufacturer shall have TestPlatform for LNG Ship-Loading Pump.
4) The Manufacturer shall have LNG Ship-loading pump supply references(had a good performancec) in the resent eight years (from January 1, 2010 toDecember 31, 2017).
5）Manufacturer shall have the ISO9001 quality management systemcertification and the certificate is valid.
3. Maintechnical requirement:
1) ProcessOperating Flow Rate: 1600m3/h;
2) Total Head: 147m;
3) Design Pressure: 1.82 MpaG;
4) DesignTemprature: -196/+60（℃）;
5) Service life:twenty-five years.
4.
