2. 对投标人的资格和业绩要求:
Requirements for Qualification and reference of Bidder:
(1)资质要求及证明文件 Qualification requirements and supporting documents
1)承诺交货时提供软件著作权证书。Promise to provide software copyright certification upon delivery.
2)承诺交货时提供软件安装手册、使用说明书、软件使用许可。 Promise to provide software: installation manual, instruction manual, license upon delivery.
3)承诺交货时提供工作站使用说明书、产品合格证、保修卡和保修站点
4)如果投标人非软件许可方,须提供软件许可方的同意其在中国为本次投标提供该硬件或软件许可的正式授权书。If the bidder is not a software licensor, a formal authorization from the hardware manufacturer or software licensor to license software in China for this bid shall be provided.
(2)业绩要求:

所投标产品的软件商在全球范围(合同签订时间在2017年1月1日-2019年12月31日)销售救援井涉及及分析软件(具备钻井数据库、井身结构及管柱设计功能、定向井设计功能、流体力学分析、井控及波动压力分析、扭矩/摩阻工程计算、卡钻、固井设计、欠平衡水力学设计、套损分析、高级管柱分析计算及井下流体模拟、深水包及蒸汽模拟等功能)数量总计不少于2套。投标人投标时,需提供销售合同的关键页复印件。
The number of bidding products by the software licensor in the global range (the contract signing time on January 1, 2017 - December 31, 2019) sales of Relief Well Design and Analysis Software (Functions including Drilling Data base, Casing and Tube Design, Directional well design, Hydrodynamics analysis, Well control and fluctuation pressure analysis, Engineering calculation of torque / friction, Sticking, cementing design, under balanced hydraulic design, casing damage analysis, advanced string analysis and calculation, downhole fluid simulation, deep-water package and steam simulation, etc..)shall be at least two sets of sales performance in total .When bidding, the bidder shall provide copies of key pages of the sales contract.
合同复印件必须至少体现以下内容:合同签署时间、软件名称、供货数量、主要功能(具备钻井数据库、井身结构及管柱设计功能、定向井设计功能、流体力学分析、井控及波动压力分析、扭矩/摩阻工程计算、卡钻、固井设计、欠平衡水力学设计、套损分析、高级管柱分析计算及井下流体模拟、深水包及蒸汽模拟等功能)和合同签署页。未提交业绩证明文件,或所提供的业绩证明文件无法验证前述信息,均视为无效业绩。
The copy of contract shall contain but not limited to: Contract signing time, software name, quantity, Main specifications(Functions including Drilling Data base, Casing and Tube Design, Directional well design, Hydrodynamics analysis, Well control and fluctuation pressure analysis, Engineering calculation of torque / friction, Sticking, cementing design, under balanced hydraulic design, casing damage analysis, advanced string analysis and calculation, downhole fluid simulation, deep-water package and steam simulation, etc..) functions and Contract signing page. Absence of the track records evidence documents or the failure to verify above foregoing information, that shall be counted as aninvalid performance.
3. 有兴趣的投标人可通过以下方式获取招标文件:从2020年5月6日开始至2020年5月21日止,请登录中国海洋石油集团 采办业务管理与交易系统( ooc.com.cn)的招标公告页面进行购买。首次登录必须先进行注册,注册成功后,方可购买招标文件。购买过程必须全程在线操作,线下形式的汇款将不予接受。标书费支付成功后,投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元,售后不退。如未在系统中购买招标文件,不可参加投标。
The interested Bidders may obtain the bidding document by following method:Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from May 6, 2020 to May 21, 2020. For the first time of login, a registration is needed and only after successful registration, Bidder canpurchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
