Entrusted by Zhengzhou motor vehicle quality inspection and Certification Technology Research Center Co., Ltd., Henan Mechanical and Electrical Equipment International Tendering Co., Ltd. is responsible for organizing the international open competitive bidding for equipment procurement of Zhengzhou motor vehicle quality inspection and certification technology research center project. The fund has been implemented and the project has met the bidding conditions. Qualified potential bidders are welcome to participate in the bidding.

3. Qualification requirements of the bidder

3.1 有效的营业执照副本（国内）；

3.1 Valid business license (domestic)；

3.2 必须通过ISO9001、ISO14001（均为当前最新版）或同等质量体系认证。

3.2 Must pass ISO9001, ISO14001 (the latest version) or equivalent quality system certification.

3.3 投标人提供的设备应在同类产品中属能耗和原材料消耗低的产品，应符合国家和郑州市地方的安全、环保和消防等要求。

3.3 The equipment provided by the bidder shall be a product with low energy consumption and raw material consumption among similar products, and shall meet the national and local safety, environmental protection and fire protection requirements of Zhengzhou.

3.4 *对于属于整套设备运行所必须的部件，即使本招标文件未列出或列出数量不足，投标人仍需在执行合同时无偿补足。

3.4* For the parts necessary for the operation of the whole set of equipment, the bidder shall make up the parts free of charge in the execution of the contract, even if the number is not listed in this bidding document or the quantity is insufficient.

3.5 投标人提供的试验设备应是最新型号，并具有优良功能和结构设计，操作简便，测量和控制精度高，试验结果重复性好，可靠性高，工作寿命长，达到国际一流先进水平。

3.5 The test equipment provided by the bidder shall be the latest model, with excellent function and structural design, easy operation, high measurement and control precision, good repeatability of test results, high reliability and long working life, reaching the world-class advanced level.

3.6 *设备的主要机械、电气部分必须是投标方原产地原装生产制造的设备，均应是合格名牌产品，并附有清单。清单应依次说明名称、数量、型号、原产地及生产厂家等内容。

3.6 The main mechanical and electrical parts of the equipment must be the original equipment manufactured in the place of origin of the bidder, which shall be qualified famous brand products with a list attached. The list should state the name, quantity, model, place of origin and manufacturer in turn.

3.7 *投标方投标时应提供业绩清单，同时要求投标方具有制造本次招标设备十年以上的经验，投标设备应有良好的国际销售业绩和使用信誉。

3.7* The bidder shall provide the list of performance when submitting the bid, and at the same time, the bidder shall have more than 10 years' experience in manufacturing the bidding equipment, and the bidding equipment shall have good international sales performance and use reputation.

3.8 在全球范围内，至少为五家车辆制造商或相关机构和企业提供过相关的发动机试验系统。

3.8 Has provided relevant engine test systems to at least five vehicle manufacturers or related organizations and enterprises worldwide.

3.9 同时在中国大陆提供过同类的产品，并具有相应的售后维护能力。

3.10  供货商应提供中国国家质量技术监督局出具的进口计量器具许可证书。

3.10 The supplier shall provide the import measuring instrument license issued by The State Bureau of Quality and Technical Supervision of China.

3.11  *提供法定代表人授权书、法人身份证复印件、被授权人身份证；

3.11 * Provide legal representative’s authorization, copy of legal representative’s ID card and ID card of authorized person；

3.12  来自于同一家制造商或集成商生产的投标设备，只允许一家投标人进行投标；

3.12 For bidding equipment from the same manufacturer or integrator, only one bidder is allowed to bid;

3.13  本项目不接受联合体投标；

3.13 The project does not accept the consortium bid；

3.14  潜在投标人未按招标文件要求领购招标文件的不得参加投标。

3.14 Bidders without purchasing the bidding documents as required by the bidding documents are not allowed to participate in the bidding.

投标人领取招标文件时需提供上述加盖公章的资料复印件一套。

The bidder shall provide a set of copies of the above-mentioned materials with official seal when receiving the bidding documents.

4、招标文件发售：

4.3招标文件价格：每包3000元人民币或450美元。售后不退。邮购须另加100元人民币（国内）或20美元(境外)。

4.4 Price of bidding document: RMB3000 or USD450 for each package of bidding documents without refund after sales (for express mail with an extra RMB 100 (domestic) or USD 20 (overseas));
