项目概况:江苏滨海液化天然气（LNG）项目包括接收站工程和码头工程。接收站工程计划建设22万立方米LNG储罐4座及相关配套设施，一期工程建设规模为300万吨/年，设备最大年处理能力550万吨（其中气态外输450万吨/年、液态外输100万吨/年）；码头工程一期工程将建设一个可停靠26.6万立方米船型的主接卸码头（含装船功能），另外新建一座靠泊3000吨杂货船码头。项目于2019年5月开工，计划2022年3月份项目机械完工，2022年6月份投产。

3、投标人资格要求
投标人应具备的资格或业绩:A.投标人必须是具有独立法人资格的分布式光纤测温系统制造商或代理商。独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。
The bidder must be a manufacturer or agent of distributed optical fiber temperature measurement system with independent legal personality . Requirements for independent legal person qualification: the bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.
B.代理商要求：如果投标人所投的分布式光纤测温系统不是投标人自己制造的，投标人应得到该货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。
Agent requirements: If the distributed optical fiber temperature measurement system offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding.
C.分布式光纤测温系统资质：
⑴制造商应具备满足CCCF认证的光纤测温系统的生产能力，并提供CCCF认证证书。
⑵制造商应具有第三方检测机构出具的激光器安全等级认证证书，激光安全级别不低于1M等级，投标时提供有效证书复印件。
Distributed optical fiber temperature measurement system qualification:
(1) the manufacturer shall have the production capacity of optical fiber temperature measurement system meeting CCCF certification, and provide CCCF certification certificate.
(2) the manufacturer shall have the laser safety level certification certificate issued by the third-party testing organization, and the laser safety level shall not be lower than 1m level. A copy of valid certificate shall be provided when bidding.
2）财务要求：
投标人应提供2017-2019年审计机构出具的无保留意见的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。
The bidder shall provide the unqualified financial audit report and audited financial statements issued by the audit institution from 2017 to 2019, including balance sheet, cash flow statement and profit statement .
2017-2019年三年平均净资产：不低于等值300万元人民币；
Average net assets in three years from 2017 to 2019: no less than RMB 3 million equivalent;
2017-2019年每年利润总额均大于0；
From 2017 to 2019, the annual total profit is greater than 0;
2017-2019年每年经营活动现金净流量均大于0；
From 2017 to 2019, the annual net cash flow of operating activities is greater than 0;
2017-2019年每年资产负债率：小于0.8；
Annual asset liability ratio from 2017 to 2019: less than 0.8;
以上四项财务指标须同时满足三项或三项以上。

3）业绩要求：
Performance requirements:
分布式光纤测温系统制造商自2016年1月1日至投标截止之日（合同签署时间），至少具有1项低温工况（-160℃以下）应用业绩。投标人必须提供业绩支持文件，应包括但不限于：业绩合同关键页复印件（如：合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查），并同时提供能够证明产品正常使用的用户使用情况反馈或用户调试合格报告。无法提供证明材料的业绩为无效业绩。
The manufacturer of distributed optical fiber temperature measurement system has at least one application performance in low temperature (-160 ℃ below) condition from January 1, 2016 to the deadline of bidding (contract signing time) . The brand and model of products in the supply performance shall be consistent with the bidding products. The bidder must provide performance supporting documents , which shall include but not limited to: copies of key pages of performance contract (such as: contract front page, contract signing date page, delivery date page, signature and seal page of both parties, description page of supply scope / scope of work, main technical parameters page, etc., with the original for reference). 4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。
