（一）项目概述 <spanstyle='mso-bookmark:OLE_link16'>
为贯彻落实党的十九大关于“打造共建共治共享的社会治理格局”，引进第三方服务外包，强化三级网格责任，织密第四级网格，将触角延伸到小区末梢，助推“中心+社区”治理模式优化提升。
进一步强化社区末梢治理，优化辖区内“四级网格”布局，提升网格人员工作效能，使安全隐患早预防，矛盾纠纷早调解，宣传服务更到位、居民自治更有效，最终形成“多网合一，一网多格，一格多元”的社会治理格局，划分以后，所有条线网格人员归并为一个四级网格，不再另设。

按照注重实际，服务居民的原则，依托现代化信息网络平台，进一步深化原有“四级网格”管理体系，优化三级、四级网格部署，在康佳社区、白马涧社区、枫津社区、马浜社区、西津桥社区、龙池社区工作：以每400户为基准设置一个三级网格员，每个自然小区至少配备1名三级网格员（别墅区和入住率不满1/3的小区，由社区自己平衡,每个网格长所负责户数浮动不超过200户，即最低不少于200户，最高不多于600户），将在康佳社区设立三级网格员12名，白马涧社区设立三级网格员26名，枫津社区设立三级网格员15名；马浜社区设立三级网格员23名；西津桥社区设立三级网格员12名；龙池社区设立三级网格员19名。
由第三方服务机构根据三级网格员招聘条件招聘工作人员，街道相关部门及社区负责人参与人员面试，由第三方服务机构与录用专职人员签订服务合同，开展培训，由录用的专职人员建立社区三级网格并担任网格员。 <spanstyle='mso-bookmark:OLE_link16'>
