normal style='text-indent:21.85pt'>本招标项目百里杜鹃花都城区市政道路黄坪路供排水及人行道路工程施工招标(项目名称)已由贵州百里杜鹃管理区发展和改革局(项目审批、核准或备案机关名称)以贵百发改投资审批【2020】44号 (批文名称及编号)批准建设，招标人(项目业主)为贵州百里杜鹃建设投资集团 ，建设资金来自专项债务资金(资金来源)，项目出资比例为100%。项目已具备招标条件，现对该项目的施工进行公开招标。

normal style='text-indent:21.85pt;line-height:23.0pt'>3.1本次招标要求投标人须具备 建设行政主管部门核发的市政公用工程施工总承包三级及以上资质 ，并在人员、设备、资金等方面具有相应的施工能力，其中，投标人拟派项目经理须具备市政工程专业 二 级注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建建设工程项目的项目经理。
