normal style="text-indent:24.0pt;line-height:22.0pt">1、满足《中华人民共和国政府采购法》第二十二条规定；

normal style="text-indent:24.0pt;line-height:22.0pt">2.1促进中小企业和监狱企业发展扶持政策、政府强制采购节能产品强制采购、节能产品及环境标志产品优先采购、促进残疾人就业政府采购政策。 根据《政府采购促进中小企业发展管理办法》(财库[2020]46号)的规定，本项目专门针对中小企业采购，须提供相关有效声明材料等。

normal style="text-indent:24.0pt;line-height:22.0pt">3.2具有建设行政主管部门颁发的建筑工程施工总承包叁级及以上资质，且具有在有效期内的安全生产许可证。

normal style="text-indent:24.0pt;line-height:22.0pt">3.3拟任项目经理须具有建筑工程专业二级及以上建造师注册证书，且具有建设行政主管部门核发的有效安全生产考核合格证，拟任项目经理不得有在建工程、未发生过重大安全生产事故（提供无在建、无重大安全生产事故承诺书）。

normal style="text-indent:24.0pt;line-height:22.0pt">3.6具有良好的商业信誉和健全的财务会计制度，未处于财产被接管、冻结、破产状态，提供企业经审计的2020年度财务审计报告，且财务状况良好；如为新成立企业，提供自注册年度后经审计的财务审计报告或报表。

normal style="text-indent:24.0pt;line-height:22.0pt">3.7拟派项目经理、技术负责人及授权委托人须为投标单位正式员工，提供投标单位与其签订的劳动合同及2021年5月以来连续3个月为其缴纳社保的证明。

normal style="text-indent:24.0pt;line-height:22.0pt">3.8提供“中国执行信息公开网” 网站 的“失信被执行人”，“信用中国”网站的“重大税收违法案件当事人名单”，“中国 ”网站的“政府采购严重违法失信行为名单”查询结果页面截图，若有不良记录投标无效，执行财库[2016]125号文。
