一、项目基本情况

normal style='text-indent:28.0pt;line-height:20.0pt'>采购需求：百里杜鹃管理区第二中学优秀服务型教育管理团队招标项目（一次采购3年使用、一年一考核、一年一签合同），具体详见招标文件第8章“采购内容及服务要求”。

本项目不接受联合体投标。

二、申请人的资格要求：

normal style='text-indent:28.0pt;line-height:20.0pt'>1.满足《中华人民共和国政府采购法》第二十二条规定：

normal style='text-indent:28.0pt;line-height:20.0pt'>1.2 具有独立承担民事责任的能力的法

normal style='text-indent:28.0pt;line-height:20.0pt'>1.3 具有有效的法定代表人身份证明及法定代表人授权委托人参加投标的法人授权委托书及被授权委托人身份证；

normal style='text-indent:28.0pt;line-height:20.0pt'>1.4具有良好的商业信誉和健全的财务会计制度：提供2020年度的经第三方审计的财务审计报告,或提供基本

normal style='text-indent:28.0pt;line-height:20.0pt'>1.5 具有依法缴纳税收和社会保障资金的良好记录：提供缴纳2021年1月以来任意1个月的完税及社保的证明材料；

normal style='text-indent:28.0pt;line-height:20.0pt'>1.6具有履行合同所必须的设备和专业技术能力：提供具备履行合同所必需的设备和专业技术能力的证明材料或承诺书；

normal style='text-indent:28.0pt;line-height:20.0pt'>1.7 参加本次政府采购活动前三年内，在经营活动中没有重大违法记录：提供参加政府采购活动前3年内在经营活动中没有重大违法记录的书面声明；

normal style='text-indent:28.0pt;line-height:20.0pt'>1.8具备法律、行政法规规定的其他条件的证明材料：供应商需自行承诺“未在“信用中国”网站上及中国 上被列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单”。

六、其他补充事宜

normal align=left style='text-align:left;text-indent:28.0pt;line-height:20.0pt'>1、投标保证金交纳:投标人必须在2021年12月15日09时00分前从其基本账户向毕节市 交纳投标保证金人民币（以到账时间为准，由于跨行转账需一定时间，为确保保证金按时到账，陆万元整请尽早交纳保证金）

normal align=left style='text-align:left;line-height:20.0pt'> 2、 保证金缴纳方式：以银行转账、支票、汇票、本票或者金融机构方式、其他有效担保等方式。

normal align=left style='text-align:left;text-indent:28.0pt;line-height:20.0pt'>3、保证金的绑定：投标人上传《投标文件》前，必须将所交纳的保证金与本项目绑定，否则不能上传《投标文件》。
