中化建国际 （以下称为“招标代理机构”）受中海壳牌石油化工 （以下称为“招标人”）委托，就中海壳牌惠州三期乙烯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：中海壳牌石油化工 （以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州三期乙烯项目，以实现其打造世界级、高度一体化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.
资金到位或资金来源落实情况：已落实。

3. 对投标人的资格和业绩要求：

（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投标人应为所投货物的制造商或是与制造商同一集团内负责销售的公司。本次招标不接受代理商投标。如果投标人是与制造商同一集团内负责销售的公司，投标人应提供制造商或集团总部出具的证明，证明投标人与制造商以及集团总部之间的关系。
The bidder shall be the manufacturer of bid goods or the sales company within the same group as the manufacturer of bid goods. Bid by Agent is not accepted.If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents issued by Manufacturer or group head company to prove its relationship with the Manufacturer and their position within the group.

（2）业绩要求Requirement for Bidder's reference:
自2014年1月1日至投标截止日（以合同签署时间为准），投标人所投产品制造商应具有至少1套双支撑离心压缩机的供货业绩，且同时满足工艺介质(C4)烯烃（丁二烯、异丁烯、或丁烯其中的一种介质）、流量大于或等于100,000kg/h、出口压力不低于550KPaA的技术要求。
From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least a supply performance of at least one set of double support centrifugal compressors, and at the same time meet the technical requirements that 1) process medium is C4 olefin (butadiene, isobutylene or a medium of butadiene), 2) flow rate is greater than or equal to 100000kg/h, and 3) outlet pressure is not less than 550KPaA.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、压缩机型式（双支撑离心式）、工艺介质、流量、出口压力及到货验收材料。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, name of manufacturer, name of goods, compressor type (double support centrifugal compressor), process medium, flow rate as well as outlet pressure and acceptance evidence of goods delivery.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、压缩机型式（双支撑离心式）、工艺介质、流量、出口压力，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing contract, name of manufacturer, name of goods, compressor type (double support centrifugal compressor), process medium, flow rate as well as outlet pressure the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding document from Oct. 23rd, 2024 to Oct. 30th, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
